в нем есть параметр:
"Seach level"

когда он равен: "-2" - это означает на поиск на 2 уорвня в сторону [ROOT] или на 2 уровню в сторону Листьевых объектов ?

Search Level In addition to the absolute level you establish in the Search for Policies Up To field, you can use a search level increment to establish a relative level. For example:
0 = Limits the search to the level established in the Search for Policies Up To field. This is the default.
1 through 25 = Limits the search to a level above the level established in the Search for Policies Up To field. For example, if you select Object Container in the Search for Policies Up To field, +3 would limit the search to three levels above the object's container.
-1 through -25 = Limits the search to a level below the the level established in the the Search for Policies Up To field. For example, if you select [Root] in the Search for Policies Up To field, -1 would allow searching up to one level below [Root].

а не проще снести все политики в отдельный контейнер, как рекомендуется, указать его и уровень поиска задать в 0?

0 - самый лучший вариант, а то потом запутаетесь, когда что-то нужно будет найти
