На новеловском форуме уже ответили - можно!:
There is a "/L" command line option supported by both ACU.EXE and
SETUPNW.EXE that lets you explicitly specify which Novell Client
language you want to install.
e.g. "SETUPNW.EXE /l:english". Per prior posts here, note that the
"/l" is a lower-case 'L', and must specifically be lower case when
specified on the command line.
Note that in the case of ACU.EXE, if there is a 4.91 client already
installed, ACU.EXE is going to run SETUPSP.EXE instead of SETUPNW.EXE,
which just updates whatever language is already installed.
So this won't /change/ the language of an already installed Novell
Client 4.91 machine, but will assert which language you want during
new/clean installations.

А ведь я когда-то про этот ключик (/l:language) был в курсе, забыл только...
. Кстати, полезное уточнение на тему выбора языка - нужно указывать параметром у /l название директории в подкаталоге NLS, а не язык, как таковой:
