есть у коннектотела такой набор плюх как adwall, linkwall и filewall.
простенькие nlm-ки и цепляются к бордеру третим утилем (как кибер- и сурфконтрол) грузят текстовики, а по сему кушают на раз файлики для squidguard'а и подобных утилей.
там просто инклюдишь в конфиге текстовый файлик в котором перечень урлов например:
www.banner.ru
*.rambler.ru
*.org
www.*.net
и т.д.

pass a whole domain name or whole URL to determine whether or not that should
be blocked.
However, you could create a standard BorderManager rule, above the LinkWall
rule, to block sites which contain the word "*" in the name. The wildcard
would be specified in the destination for the rule as:
*/*/*
